No, Dragon Element+ Elderseal is not worth using on Elder Dragons vs raw damage or their proper elemental weaknesses. In regards to Vaal Hazak though, i wouldn't recommend dragon at all. He's immune until his parts break, which often don't happen till halfways through a fight since they had a high durability.
