Its not the highest damage build, but you bring a good amount of cc for break bars and you have a stunbreak (lying on the ground for 2 seconds is not cool with squishy thief). I also keep the build for tier 4 fractals, since those are still pretty casual. Just for challenge fractals and raids youll need something else.

The condi damage itself doesn't really shine without condi duration/expertise, but you are losing a significant portion of your damage by not dipping into power/crits. On my thief I use mainly D+D with P+P as backup, so all the multi-hit attacks make the Signet very effective. But different weapon choices make Hide In Shadows more useful (it's certainly strong, with heal, Regeneration, condition removal and stealth). It can also be more useful for a PvP/WvW ambush Thief, combined with other stealth skills.
