In my limited experience, COMSAEs were infinitely better tests it seemed to me compared to the COMLEX. The NBOME did a study basically showing there was some correlation and >450 on the COMSAE put you in approximately a 99% chance of passing the COMLEX. I've tried to do COMSAE phase 2 and then COMSAE phase 3 so I had more practice, but scored much lower on phase 3.
