As for which one is best and what build, well it depends. Speedrunners get the minimum stats to wield it, then infuse and buff it with dark. They use the normal Rapier, but an Ice Rapier is almost certainly more effective for that strategy. They just don't want to waste time getting one and upgrading it is all.
A great thing about hex builds is their versatility, since you are also naturally a great pyromancer and a decent sorcerer or cleric, giving you a massive array of spells if the situation ever calls for them. Dragon chime is the best miracle chime by far, but it has high requirements. The starting cleric chime or the one found in the lost Bastille are both decent choices as well.
