The reason for that is because horse HP was just buffed in the current Chapter update... they had like 2k health before.. so I guess their generosity didn't extend to rhinos. You seem to be asking a question about balance. Balance applies to many things in life such as gymnastics, diets, the ecosystem etc. Balance does not apply to Conan Exiles.

You can definitely get rhino mounts in the savanna area in exile lands, not sure if you need the dlc for it or not but I have it. Yeah, I can't craft the saddles since I don't have the DLC. Yes, find a baby rhino and craft a saddle, you can ride it. One note, the greater variants are combat only, just FYI. But a "normal" rhino can be saddled.
