It does one of my friends. Did not touch it and is still making the same as before. He had no slow-down phase and I was on par with him at one point he told me not to do it. His ratings are low his acceptance last week was 3 % and completion was 81 % still making over 1600 a week cherry-picking for 40 hours of dash time and 33 hours of active time.

The reason my completion rate is so low is because I accept shitty orders and then unnasign them so I wouldn't drop my acceptance rate. I don't do that anymore though, I may get a crap order out of every 4 good orders. Some of y'all might not believe this is how things work now, but unfortunately this is DoorDash's game now.
