Travel to the broken trader in the new game, trader should be working now. Shut down the game and delete all of the region files. Restart the game and load all the way into the new save. As for removing all the traders I think you would have to turn on loot respawn. Maybe set it to a very high day count just to make sure you aren't just looting the same buildings over and over.
