All kineticist subclasses have roughly similar power levels, they just change the stats you stack and how you play the character (risk vs reward mostly). Elemental Engine is high risk/high reward - you're fragile but you literally melt shit. Base Kineticist is like EE but you don't have to risk if you don't want to at the cost of a bit power.
