Kohler engine surging at idle.

I've a 98 z28 (LS1 w/a T56 6-speed) that normally idled around 950rpm. just recently, when the engine was fully warmed up ( 180-185deg ), and I came to a stop, it would idle @ 1900rpm for a second, drop to 1200-1300rpms, then surge 100-300rpms. when it's cold, it idles about 1100rpms. i have received the following codes: P1404: i get this one ...The BB is a 2010 and have replaced spindles twice ,belt once, and plugs once.
