As there is no local user I cannot factory reset or use the web site to reset parental controls. As it won't allow me to add a local user to do this. I contacted Nintendo (UK/Europe) to unlink the account (to make it a local one), but they say they don't support 2nd hand consoles, so they wouldn't help. Told me not to buy used consoles!
