Looking thru the archived owner's manuals here on the forum, it appears that locking steering columns were available starting in about the 1964 model year.Just pop the spring off the top, remove the aluminum hat / dust cover and there are a couple of screws that hold the armature hat and brushes in place. When that is removed the armature just lifts out, drop in the 12V and put it back together.
