99 ranged, probably around 75 defense to stay in a lower bracket, 75 attack and 74 prayer for rigour. Could stay at 70 defense and just get elite void but 75 would be good for tanking and keep you in lower bracket. 99 strength if you want to do ballista to gmaul or ags.
