Edit: rested at the "Outer Wall Phantom Tree" and it activated the lift. That teleporter just goes into the castle. You don't need it for anything. As for activating it, it's active during the part in Ranni's quest when she wants you to kill Radahn, and it probably also activates if you progress enough in the Radahn Festival quest without Ranni.
