There are multiple options for colors inside the controller. Handheld and joystick are different. Best to test the plug the controller goes into. Pin 1 should be a red wire comeing from ignition, POS+. Pin 2 light green goes to S2 valve, should be cold -. Pin 3 black / org goes directly to ground near the motor relay.It could be that simple. While your in there (and have verified the bulbs are good),unplug the headlight adapters and plug the stock wiring back in and see if it works. Im confident that big red power supply has nothing to do with your controller and if you left that unplugged everything else would power up. I measure a good 12v on the input but on the output there is only 3 to 5v.A test light is your best friend.
