Not really a bad use of money if you wanna do f7. It's by far the cheapest viable weapon/setup there. Spending a few mil on carries won't do you much harm in the long run. Also, if the alternative is going mage you're probably gonna need a hype/other wither blade.

There's no need for that single target dps (which is the whole point of the play stile), since even a spirit scepter could do enough damage to kill the wither bosses. If you really wanna go for it, hype is not required since SS is as good as hyp at clear/boss with enough cata levels.

The livid dagger gives 100cc and 100 attack speed, making it good for spamming left click. This setup is basically a berserker upgrade that solely relies on mage beam.
