However a bodybuilder workout is more likely to build bigger muscles and big muscles are slower muscles. Something like cross fit with speed and agility training is going to work best for pitchers.

The seams will be going 112 fps and 72.5 fps, the ball will do about 8 revolutions. A ball going 57 mph about 84 fps at 1200 rpm in .44s seams will be 104 and 64, 8.8 revolutions.

I think it does make a difference even at 8U. More pop is more pop. I'm not spending $300 but my 2004 uses the TPS Zephyr (-12, hand me down from older sisters, very well broken in) and its got great pop.
