World of warships is not pay to win game, you wont find "best" ship, some ships are better in some roles than others. Even the worst ship can be a pain to deal with if the player behind it is good. T8 Roma is still so and so.. could be good or bad. On paper a good ship, on fact not reliable. Still better than tech line in any case. T9.. Verdi is a good idea very very badly implemented, not worth any effort except for ships collection enthusiast. M. Polo is considered meh.. but imho she is a very good ship.

Fletcher, Kitakaze, Mogador, Jutland, Ostergotland, etc. 2.Upcoming T9 Michelangelo has the highest secondary in the entire game of any ship, this change was likely timed to make the most of the dockyard event. well i havent played it, but both the ships i mentioned have the best (Furu) and second best (Kirov) AP pen out of t5 cruisers. Both are pretty fast, have good AA for the tier, good hydro, Furu has great long range torps, while Kirov has great Yolo power against bbs, as it can citadel t3-5 bbs at point blank (if the citadel is exposed ofc).
DD = Akizuki. By far the strongest T8 DD in the game according to clan survey. BB = Lenin or Vladivostok for hard bow in carry; North Carolina (and premium variants) or Richelieu for flanking and anti sub utility. CV = Kaga is just silly; Shokaku or Lexington are flexible enough with some great damage.

Deep water torpedoes, unsurprisingly, are deeper in the water than normal torpedoes. This makes them harder to detect and unable to hit smaller ships like destroyers. They also do more damage than normal torpedoes. Fast OR tanky ships with good torps OR secondaries usually work the best. Alaska type ships can work but in my experience they get obliterated by the above. My pick for T8 would be Odin, Eugen, Fantasque. For T10 Ohio, Nevsky, Marceau.
