Just from playing around with DK abilities, I've seen no reason to really ever use this skill unless you're hoping for a proc of something. Plague Strike does more damage (although it uses an Unholy rune too), but still more than any Blood Strike rotation could ever hope to achieve unless there were a ton of diseases stacked on a target.

I know Frost and unholy specs include Blood strike in their rotation but not as often as a blood spec dk uses HS.Seems to me that he has several things that are limited quantities.
