If you are single plater the max difficulty setting of 1 will give max level dinos for the map you are on, but for the island as an example this is 120, on ragnarok its 150. To go higher you need the difficulty to 1 and also overrideofficialdifficulty pushed up, I believe to 5 for 150 dinos but you can go higher still.
