You can make a random blank spell by combining paper and pixie dust. That gives you blank scrolls. Then use an enchanted quill and pen to make a random scroll. Or apparently you can combine the empty scrolls to make a skill book. But I haven't found the way to write in the empty skill books. #14.

I personally don't find arrow storm to be worth the extra investment of skills and memory just to have it for the occasional fight where those circumstances present themselves.
