In general elemental builds are going tk be way better than raw builds for Dual Blades because raw damage gets a bad multiplier (movement value - MV) due to the speed of the weapon. Between scrapper and brute, the scrapper is much better because of the constant +damage of blinding feint is more impactful on scrappers.
